İzdemir Enerji power station (İzdemir Enerji Santrali, İzdemir Enerji Aliağa Termik Santrali) is an operating power station of at least 370-megawatts (MW) in Çakmaklı, Aliağa, İzmir, Türkiye with multiple units, some of which are not currently operating. It is also known as İzdemir Enerji II power station (Unit 2).

Background
İzdemir Enerji, a subsidiary of İzmir Demir Çelik (IDC), began building a single-unit, 350-MW, $350 million coal-fired power plant on the property of the company's Aliağa steel mill in 2011, in order to power the mill's operations.[2][3] The company applied for environmental permits in June 2008; the project was licensed in April 2009, and the construction contract was signed in April 2011.[4][5]
In its 2011 annual report, IDC stated that a $US222.9 million contract had been signed on April 2, 2011 with China Machninery Engineering Corporation (CMEC) for power station equipment. IDC also reported that a $US280 million loan agreement for the project had been entered into with Garanti Bank on April 2011.[6]
Local residents have complained that they were belatedly notified about the plant's regulatory approval process, and that their concerns have been ignored.[7] IDC has reported that "there have been lawsuits filed to annul and cancel the 'Production License' issued by Energy Market Regulatory Authority and EIA decision by Ministry of the Environment and Forestry for Izdemir Power Plant Project-2 to be established in Aliaga, Izmir."[6]
The construction of the plant started in 2011, and the plant started operating on 4th of April 2014. In their activity report for the first quarter of 2021, IDC stated that the plant generates over 2.5 million kWh per year.[8]. The plant employed 237 workers in 2014, the last year for which IDC included that information in their activity report.[9] A second unit for the plant is in pre-permit development.
In 2016, China Western Power Industrial Co., Ltd., was awarded the EPC contract by Izdemir Enerji for a 370 MW supercritical unit as part of China's Belt and Road Initiative.[10]
In a December 2021 activities report, the power plant was described fully operational at 350 MW. A second 350 MW unit in pre-permit development was not mentioned.[11] The same was true of the September 2022 activities report.[12]
According to a June 2023 activities report, the nameplate capacity of the power station's Unit 1 increased to 370 MW in 2021.[13]
Financing
Unit 1: In April 2011, a financing agreement for the project was closed. A US$343.21 million loan was provided by Garanti Bank; US$31.79 million in equity was provided by Izmir Demir Celik Sanayi.[14]
In February 2021, İzdemir Enerji filed for IPO (initial public offering) to raise capital.[14]
In April 2023, it was announced that İzdemir Enerji was officially going public. The announcement mentioned both İzdemir Enerji power station and the proposed solar power plant.[15] As of August 2023, 75-80% of the revenue generated from the public offering would be used to develop the solar power plant.[16]
Challenges to EIA
In February 2017, a judge rejected the Environmental Impact Assessment (EIA) Report for the plant, due to the plant's proximity to cultural sites. While it is illegal to operate without environmental approval, the Izmir governor had up to 30 days to suspend the production license for the plant.[17]
In December 2018, a new positive EIA was submitted,[18] and was immediately challenged by the Aegean Environment and Culture Platform (EGEÇEP), who argued that portions of the new EIA had been cut-and-pasted from an EIA for a different project.[19] In March 2019, it was reported that the plant was continuing to operate without an EIA permit.[20] The president of the Izmir Bar Association also noted that the plant lacked a permit to operate a workplace from the Izmir Metropolitan Authority.[20]
The company then wrote a new EIA for unit 1 which was approved in March 2017.[21] According to CAN Europe, Unit 2 continued to have a positive EIA as of June 2020 and remained in pre-permit development.[22]
In March 2024, the Constitutional Court ruled in favor of the EIA's opponents. 44 institutions and individuals had applied to the Constitutional Court after lower courts had ruled in favor of the company, and the Constitutional Court reportedly found the public's objections to be justified and rights to have been violated.[23]
Solar plans
In January 2023, İDÇ announced plans to build a 150 MW captive solar array in Manisa province, adjacent to İzmir province.[24] The EIA process was initiated soon after.[25] With no apparent updates on the proposed coal-fired power station unit in several years, these plans could indicate that the second coal unit has been shelved.
