Anqing power station (神华神皖安庆皖江发电厂) is an operating power station of at least 2640-megawatts (MW) in Laofeng Town, Yingjiang, Anqing, Anhui, China with multiple units, some of which are not currently operating. It is also known as 国能安庆电厂三期 (Phase III Unit 5 & 6).

Background

Original plant (Phase I)

The first two coal-fired units of Anqing power station, totaling 640 MW, were brought online in 2005. The plant is owned by Shenhua Group (which later became National Energy Investment Group) and Wenergy Group.[1][2][3]

First expansion (Phase II)

The plant's owners began buildling two additional coal-fired units at the plant, with a total planned capacity of 2,000 MW.[4] The new units were scheduled to be completed in 2014-15, and construction began in November 2012.[5][6][7] In June 2013, however, the owners were ordered to suspend construction when it was discovered that they had failed to obtain the necessary permission from the Environmental Protection Bureau prior to beginning construction.[8]

In February 2014, ABB announced that it had been contracted to supply "Symphony Plus total plant automation systems" for the new units, seemingly indicating that Shenhua is still pursuing the project.[9] In December 2014 Shenhua Group said it recently obtained approval from Anhui Province for construction of the expansion.[10]

The new units were reported as in operation in June 2015.[11][12]

Second expansion (Phase III)

On April 29, 2022,  Anqing power station Phase III expansion project passed the preliminary feasibility study report review.[13]

May 2022, the Anqing Municipal Government and Guoneng Anhui Company held a signing ceremony for a cooperation project to build two 1,000 MW high-efficiency expansion units and additional energy infrastructure. The investment was expected to exceed 30 billion yuan.[14]

On April 29, 2022,  Anqing Power Plant Phase III Expansion Project passed the preliminary feasibility study report review.[13]

February 7, 2023, the project application passed expert review.[13][15] The feasibility study passed at the end of May.[13]

In June 2023, pre-permit was announced for public review.[16] On 21 July 2023, Auhui Province Development and Reform Commission granted the project a permit to build.[13][17]

Ownership

On August 28 2017, China's State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced that China Guodian Corporation and Shenhua Group will be jointly restructured. Shenhua Group will become China National Energy Investment Group and will absorb China Guodian Corporation. It will be the largest power company in the world by installed capacity, as well as the world's largest coal producer.[18][19] The merger was completed on November 28, 2017.[20]
