Arkhangelsk LNG Terminal (Russian: Архангельск СПГ) is a liquefied natural gas (LNG) terminal proposed in Russia.[1]

Background

The terminal was originally proposed in 2019 as a 120 ttpa plant in the Archangelsk region developed by Rostec.[3][4] The LNG produced at the plant was initially expected to be used to develop the fuel and energy complex of the Arkhangelsk region and related industries.[5]

The initial proposal was revised and, in October 2022, it was announced that the new terminal would produce 160 ttpa of LNG with expected cost of 8 billion RUB.[6]

In November 2023, it was announced that the terminal would be built in two phases: Phase I with capacity of 80 ttpa to be commissioned in 2026, and Phase II with capacity of 80 ttpa to be commissioned in 2028 or later.[1] A portion of LNG produced at the plant is intended for export. Investors in the project were not disclosed, according to analysts as a precaution to avoid falling under sanctions. General Director of Arkhangelsk LNG LLC Sergei Smirnov emphasized that Arkhangelsk LNG is being developed separately from Rostec who is no longer participating in this project.[1]
