Background
In December 2008, Atlas Enerji Üretim A.Ş. (a subsidiary of Diler Holding) received environmental permits to build the two-unit, 1,200-MW, $1.2 billion coal-fired Atlas Enerji İskenderun power station in Turkey's Hatay province.[1][2] Construction on the plant began in 2011.[3] In 2013, there was controversy over whether or not the plant would employ union workers.[4]
The power station supplies two steel plants that are also operated by Diler Holding, Diler iron and steel plant and Yacizi Iron and Steel plant.
Unit 1 was commissioned in August 2014 and unit 2 in December 2014. The company states that flue gas emission values are reported to the Energy Ministry in real time.[5][6]
In October 2022, Atlas Enerji Üretim A.Ş. announced that they had signed a contract with Yeo Teknoloji Enerji ve Endüstri AŞ to install rooftop solar capacity on the Atlas Enerji İskenderun power station.[7]
Financing
Loan financing for the project was provided by Garanti Bank and Akbank and Isbankasi.[8]
Legal challenge to plant's license
In November 2018, Eastern Mediterranean Environment Associations (DAÇE) filed a lawsuit to have the plant's operating license revoked on the grounds that impact studies used for licensure were incomplete and inadequate.[9] In December 2018 the 13th Chamber of the Council of State rejected the lawsuit. In September 2020 The Board of Administrative Courts at the Council of State revoked the chamber's rejection, and ordered that the lawsuit should be considered.[10]
In September 2020, a coalition of 16 professional associations and NGOs filed a lawsuit against the presidency, asking for the closure of 37 power plants including the Atlas Enerji Iskenderun power station. The lawsuit cited that the negative environmental and health effect of these plants have exacerbated the impact of Covid-19.[11]
Environmental Impact
In October 2023, thousands of fish reportedly washed onto the beach in Hatay Province, Turkiye. Local residents speculated that the mass death was associated with activities at Atlas Enerji İskenderun power station.[12]
