Shentou power station (国家电投神头第一发电厂) is an operating power station of at least 3320-megawatts (MW) in Yuling Xiang, Pinglu, Shuozhou, Shanxi, China with multiple units, some of which are not currently operating.

Background
The plant was originally owned by CPI. The first eight units of the CPI Shentou power station, totaling 1,300 MW, were commissioned from 1977-1987. Units 9-10, totaling 1,320 MW, were brought online in 2013. The first eight units were retired one year later, in 2014.[1][2][3]
Description of Expansion
CPI (now State Power Investment Corporation) is currently planning to build two additional coal-fired units at this plant, units 11-12, with a total planned capacity of 2,000 MW. The new units were scheduled to be completed in 2016,[4][5] although they were not permitted for construction until January 2016,[6] and began construction in May 2016.[7]
Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity
To help meet the coal capacity limit set out in China's 13th Five-Year Plan, NEA sent letters to 13 provinces to enforce the suspension of over 100 specific coal plants under planning or construction, totaling nearly 100 GW of capacity. In the letters, NEA said the projects should be postponed to the 14th Five Year period (2021-2025). The list included CPI Shentou units 11-12.[8] For details, see China's 2016 Restrictions on Development of Coal-Fired Power Capacity.
July 2017: Units 11-12 halted by government
In July 2017 China's NEA released the "Guideline of Supply-Side Reform of the Coal Power Bubble". The Guideline included a draft list which slowed down or halted 185 coal-burning units across 21 provinces, totaling 107 GW. 114 coal units (65 GW) are ordered to slow down the construction progress during 2017 to 2020, and are not allowed to connect to the grid in 2017. In addition, 71 coal units (42 GW) were halted indefinitely for regulation violations, including CPI Shentou Units 11-12.[9] The list partly overlapped with the projects listed in the January NEA letter to 13 provinces.[9]
September 2017: Units 11-12 changed to "postponed"
After political negotiations, China's National Energy Administration (NEA) released an updated list of postponed and halted coal projects on September 26, 2017. The new list contained 151 units totaling 95 gigawatts (GW). On the new list, CPI Shentou power station Units 11-12 were postponed rather than halted.[10]

March 2019: Construction on units 11-12 resumed
Construction on units 11-12 of the power station officially resumed on March 28, 2019.[11]
2022: Units 11-12 commissioned
Unit 11 was commissioned in January 2022,[12] and Unit 12 in June 2022.[13]
Ownership
In July 2015, China Power Investment Corporation (CPI) and State Nuclear Power Technology Corporation (SNPTC) merged to become State Power Investment Corporation (国家电力投资集团), one of the five largest state-owned electricity producers in the People's Republic of China.[14]
