Zhongwei power station (中卫热电厂) is an operating power station of at least 700-megawatts (MW) in Shapotou, Zhongwei, Wuzhong, Ningxia, China with multiple units, some of which are not currently operating. It is also known as 宁夏中卫电厂扩建工程 (Expansion Unit 1-4), 国家电投宁夏能源铝业中卫热电; 国能中卫热电 (Unit 1 & 2).

Project-level coal details

Background on Project

Zhongwei power station is a two-unit coal-fired power plant with a total capacity of 700 MW in Ningxia Hui Autonomous Region. It was sponsored by CPI and Ningxia Power Investment Group and scheduled to be completed in 2015,[3]. The power station was commissioned in 2016.[4]

Expansion

A 4 x 660 MW expansion project was listed in Ningxia's 14th Five-Year-Plan for the energy sector.[5] By September 2022, the project had already began the process to obtain a permit per bidding ads.[6][7] On 8 February 2023, the Development and Reform Commission of Ningxia Autonomous Region issued a document regarding the preliminary work of the expansion project, which regarded by Chinese media as a pass for permit.[8]

Construction ceremony of the project was held on 24 August 2023.[9][10] But bidding for project survey and design was only called in July 2023.[11] The actual construction was unlikely started in August 2023.

Ownership

In July 2015, China Power Investment Corporation (CPI) and State Nuclear Power Technology Corporation (SNPTC) merged to become State Power Investment Corporation (国家电力投资集团), one of the five largest state-owned electricity producers in the People's Republic of China.[12]

On May 2020, State-owned Assets Supervision and Administration Commission began a pilot project in which five central government owned power enterprises reallocated their coal power assets in five northwest provinces and autonomous regions, resulting in each province or autonomous region has only one central government owned power company presented. Namely, China Huaneng presents in Gansu; China Datang presents in Shaanxi; China Huadian in Xinjiang; State Power Investment Corporation in Qinghai, and National Energy Group in Ningxia. 40 coal power stations in the 5 provinces or autonomous regions have shifted their ownership accordingly since then. [13]

In February 2021, the ownership of Zhongwei power station shifted to National Energy Investment Group Co., Ltd.[13][14]
