Background

Electroingeniería is responsible for the construction, supply, assembly, and commissioning of the Manuel Belgrano II power station.[8] As of 2021, Export-Import Bank of China (Exim Bank) is slated to be the responsible party for 85% of the financing.[9] The station is planned to include two gas turbines and one steam turbine.[9] A 500 kV transmission line will connect the plant with the national grid and a transformer station.[10]

In May 2021, the contract to begin construction led by ENARSA was signed.[11]

In October 2021, the plant was in legal limbo and the completion date was pushed back indefinitely.[12] Initially approved under the second government of Cristina Kirchner, the plant was one of six projects whose construction was then frozen under the administration of Mauricio Macri.[12] Commentators have observed that all six projects received significant financing from Chinese institutions, and that the delay in granting official authorization may have been based on economic and geopolitical concerns. However, in May 2022, the Argentinean government signed a decree empowering its Minister of Economy to restore and amend the credit line contract for two of the six projects (the Jorge Cepernic and Néstor Kirchner dams), raising the possibility that Manuel Belgrano II and other projects might also be revived.[13]
