Background

Chaozhou Huafeng Group, Ningxia Baota Group, and Zhongtian Energy have proposed a 2 mtpa LNG import terminal in Raoping, Dacheng Town. The terminal was under construction since 2016 and planned for operation in 2018. In February 2019 the project was listed as under construction by the International Gas Union

The two storage tanks were completed in July 2018. The sponsor and operator is a joint venture Guangdong Huafeng Zhongtian LNG Co., Ltd. (广东华丰中天液化天然气有限公司), owned by Sinoenergy (55%) and Huafeng Group (45%).

The supporting gas pipeline which will transport the natural gas from the LNG terminal to eastern Guangdong and Pearl River Delta region began construction in June 2020. It will share the pipeline with nearby Huaying Chaozhou LNG Terminal. The upgrade of the supporting port has been approved by the local authority.

By September 2020, the construction is not yet completed. As of 2022, the project appears to be delayed, as construction is still ongoing.

The project is seeking the environmental impact assessment approval again in 2022 due to significant changes of the project. It will add gasification facilities on the site comparing to the original plan of LNG tank wagon transportation only.

As of February 2024, there is no news about its operation.

Expansion projects

Expansion

A second phase with 3 mtpa receiving capacity was proposed in 2019. As of 2022, there had been no evidence for further development of the expansion, and it is considered shelved.
