Background
China Datang retired the first nine units of the power station; units 6-7 were retired in 2007, unit 8 in 2009, and unit 9 in 2016.[2]
The company was approved to build two new units of 660 MW in 2010, units 10-11.[3]
Unit 10 went into operation in 2014.[4][5] Unit 11 was still seeking permitting,[6] but with no activity since 2013, plans appeared to be deferred or abandoned.
In 2023, plans for Unit 11 appeared to be revived. A review meeting for the "Jineng Songyuan Changshan 1×660MW Ultra-Supercritical Coal-fired Power Generation Project Feasibility Study Report" was held in Songyuan City in November 2023.[7] The owner changed to Jilin Energy Investment Group Co., Ltd. In January 2024, a project feasibility study closing and phase work meeting also appeared to be held.
