Zhangye power station (甘肃电投张掖发电厂) is an operating power station of at least 650-megawatts (MW) in Pingshanhu, Ganzhou, Zhangye, Gansu, China with multiple units, some of which are not currently operating. It is also known as Zhangye power station.

Background

The two existing coal-fired units of Zhangye power station, totaling 650 MW, were brought online between 2005 and 2006.[1]

Description of Expansion

GEPIC and SDIC were planning to build two additional coal-fired units at this plant, with a total capacity of 1,320 MW. The feasibility study was completed in 2008. However, the project made little progress in the years that followed. In 2014, SDIC was seeking buyers to sell its 45% of shares of Zhangye Power Station.[2][3]

Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity

In 2016 the National Energy Administration and the National Development and Reform Commission announced guidelines for restricting coal-fired capacity in China. In January 2017 China's National Energy Administration suspended specific coal-fired projects, including GEPIC Zhangye. It is unclear when or if the projects will be revived.[4]

Project revival

In 2022, the proposed expansion appeared to be revived. Although little information was available, the Zhangye power station reportedly ordered major parts for 2 x 1000 MW of new coal power capacity.[5]

On December 26, 2022, an Environmental Impact Assessment was released for public review.[6]

According to a January 2023 posting on the Gansu Power Investment website, the expansion project was approved by the Provincial Development and Reform Commission in November 2022.[7] Construction was reportedly launched in April 2023.[8][9] The new units were expected by 2025.[10]

Ownership

Gansu Electric Power Investment and SDIC are the investors in the plant. The proportion of the investment is GEPIC 55% : SDIC 45%.[11]

In 2014, SDIC was seeking buyers to sell its 45% of shares of Zhangye Power Station.[12]

In May 2019, plant sponsor SDIC said it no longer planned to invest in new thermal power.[13] In December 2019, ChinaCoal bought SDIC's share in the coal plant.[14]
