Background
The Glendell coal mine is a surface mine, operated by Mount Owen Pty, a subsidiary of Glencore, producing 4.5 million tonnes per annum, as part of the Mt Owen mine in Hebden, New South Wales, Australia.
Glendell Mine had plans to expand its coal production to 10 million tonnes per annum and also extend its mining area to extract an additional 140 million tonnes of run of mine coal.[5] But in October 2022, the New South Wales Independent Planning Commission rejected the application to expand the mine because of heritage values in the region[6]
As a result of this, the future of the Glendell mine remains uncertain. (As of December 2022, Glencore reports the mine has reached the end of its planned life.) On its website, the previous owner Xstrata Coal states that "Glendell was first approved by the then Department of Planning in 1983 whilst under the joint venture ownership of Renison Goldfields Limited and Dalgety Australia Ltd. After consent was granted, economic constraints halted full development of the project. In 1989, Renison Goldfields Consolidated Limited acquired 100% of the project. In 1992, Glendell was sold to a joint venture of Savage Resources (56.5%), Marion Coal Pty Limited (16%) and Mitsui Matsushima (27.5%). In 1994, a new joint venture was established between Savage Resources (67.5 %) and Mitsui Matsushima (32.5%). During 1999, Savage Resources sold its 67.5% share to Pasminco in February and in July Pasminco sold their 67.5% share to Glencore Coal Australia Pty Ltd."

Expansion Project
In 2019, Glencore proposed plans for their "Glendell Continued Operations Project," which would extend mining at the existing Glendell Mine by allowing the extraction of an additional 140 million tonnes of ROM coal until 2044. In addition, the project would also expand mining operations by increasing the mine's coal production rate from the approved maximum of 4.5 million tonnes per annum (Mtpa) up to 10 Mtpa.[8]
However, in October 2022, the New South Wales Independent Planning Commission failed to approve the Glendell Continued Operations Project and the associated application to modify the Mount Owen Continued Operations Project.[9] The reason for their refusal was that the project would have "significant and irreversible impacts on the historic Ravensworth Homestead complex..."[9] Because of these impacts, the commission ruled that the site wasn't suitable for additional development, nor was the extension plan in the best interests of the public.[9]
It's unclear how Glencore will proceed with its plans for Glendell Mine, but as of December 2022, the mine has reportedly reached the end of its planned life.[7]
