Background on Project

According to WRI's 2012 "Coal Risk Assessment," China Guodian is currently building a coal-fired power plant with a total planned capacity of 4,000 MW in Heilongjiang Province. However, attempts in October 2014 to confirm the existence of this project failed to find it, and inspection of Wikimapia failed to show a project in Qinglongtun. It appears that there is no project.
