Karaganda TPS-3 power station (ТЭЦ -3 ТОО "Караганда -Энергоцентр") is an operating power station of at least 670-megawatts (MW) in Karaganda, Kazakhstan with multiple units, some of which are not currently operating. It is also known as Karaganda CHP-3.

Background
The power plant is owned by TOO Karaganda Energy Center, which in turn is owned by Kazakhstan Utility Systems.[5][6] Kazakstan Utility Systems is part of the investment group Ordabasy[7], however the official shareholder is a private individual Magda Idrisova with 99%, as per the company's 2022 annual report.[8]
According to the company's website, Karaganda Energy Center is the only centralized supplier of heat energy and the largest supplier of electricity in the city of Karaganda. The installed capacity at the power station is 670 MW (with 532 MW available), and the station employs 906 people.[9]
Karaganda power station initially consisted of four 110 MW subcritical units. The first two units went online in 1977, the third in 1978, and the fourth in 1980.
A fifth unit was added in 2012 (110 MW, 120 MW, or 150 MW depending on the source).[10][11]
In 2016, the sixth unit was commissioned, providing additional 110 MW of electric power.[12] Project cost was USD 185 million (excluding tax and custom duties). The contractor was the Chinese corporation CMEC. The construction of the new unit was financed by Development Bank of Kazakhstan.[13][14]
In 2021, the Karaganda TPS-3 power station was found to exceed the allowed coal dust levels in the boiler house (together with Karaganda TPS-1 power station). As a result Karaganda Energocenter LLP paid a fine of 1.7 million tenge. According to the company's reports, these violations were taken care of in a short time-frame.[15]
The plant produced 3,464 million kWh of electricity in 2021.[16]
Local Opposition
In 2022, local residents opposed the plan to build another ash dump of the plant, which is 650m away from the residential area.[17][18]
Unit 7 Expansion
In 2020, Karaganda Energy Center signed an investment agreement with the Ministry of Energy of the Republic of Kazakhstan for further expansion of the plant.[15] The company's website also mentions an expansion project on its website starting consisting of Unit 7 with 120 MW of capacity. The project was in the approval stage according to website, as of November 2022.[6] However two media reports from December 2022 referred to negotiations with Rosatom that have stalled as "prices have increased and the budget is no longer sufficient."[19][20] The project was again mentioned in a media report in April 2023 as a potential option with completion in 2027.[21]
Kazakh Utility Systems' 2022 Annual report did not mention the project.[8] TOO Karaganda Energy Center's report from September 2023 on the implementation of the approved investment program also did not refer to Unit 7 project.[22] However a media source from August 2023 still referred to the planned expansion, but now with a longer-term completion in 2026-2036.[23]
Government reporting from January 2024 referred to the plan to replace a turbine unit with 120MW in 2026.[24][25] The same was reflected in the government order "On approval of the Action Plan for the development of the electric power industry until 2035" issued in February 2024.[26]
Based on company's reporting to the Ministry of Energy on the status of the project from July 2024, it appeared that an investment agreement has been signed between Karaganda Energy Center and the Ministry of Energy in May 2024 and the company has prepared a timeline for project implementation with planned commissioning of a 140MW Unit by December 2027.[27] The documentation specifically referred to an expansion rather than replacement of an older unit. In June 2024, Karaganda Energy Center signed an agreement to develop project documentation with a consortium of China Machinery Engineering Corporation and TOO Kyrylyexpertproject. Furthermore, the company was conducting negotiations for the supply of equipment and construction services [27]
Coal-to-Gas Conversion
In December 2021, the vice Minister of Energy stated the plan to convert the plant to gas. Gas could now be available in the Karagranda region with the commissioning of Saryarka Gas Pipeline in the end of 2019 and its further planned expansion. The conversion of the plant to gas could take about 5 years.[28] However in May 2023, the general director of Karaganda Energocenter stated that no conversion to gas is foreseen.[29]
