Background
The Mogoin Gol coal mine is a surface coal mine in Khövsgöl Province, Mongolia. The mine was estimated to have 16 million tons of coal reserves in 1976-1978. The mine was put into operation in 1971, and was privatized in 1994. The deposit area covers 66,000 hectares. Mine life was estimated at 30 years. Before the mid-2010s, the mine supplied coal domestically, and produced an estimated 10,000 tons of coal annually. In 2009, it was estimated that 2.2 million tons of coal had so far been produced and 11.4 million tons were still left.[5]
In 2017 the mine began exporting coal to China, as a means of increasing production. In 2018 the mine produced 250,000 tons. In April 2019, the mine's export license was suspended due to "violations related to coal transportation and technological procedures."[6]

Planned coal plant near mine
In December 2009 the Yuanda Group and New Asia Mining Group announced that they had signed a contract with the Ministry of Mineral Resources and Energy, Mongolia to construct the Telmen Thermal Power Plant near the mine. The Chinese company, CMEC Corporation, is a contractor for the construction work.[7] The plant entered construction in 2015 and is planned for operation in 2023.[8]
