Kaltim Teluk Balikpapan power station is an operating power station of at least 220-megawatts (MW) in Kariangau, North Balikpapan, Balikpapan City, East Kalimantan, Indonesia with multiple units, some of which are not currently operating. It is also known as 东加巴厘巴板电站.

Background

Kaltim Teluk Balikpapan power station, also known as the Balikpapan IPP power station, is a 220-megawatt (MW) coal-fired power station. Construction began in March 2011.[1][2] Construction was managed by Indonesian firm Adhi Karya and Chinese firm Sinohydro.[3]

In March 2014, a presentation by the Ministry of Energy and Mineral Resources indicated that the first two units of the Kaltim Teluk Balikpapan power station, developed under Fast Track Program Phase I, were in the construction stage at less than 50 percent completion.[4] Coal for the plant is to come from the Sangatta Coal Mine, operated by the Australian based Thiess mining company.[5] Unit 1 was scheduled to begin test operations in April 2015,[1] and the entire plant was targeting the end of 2015 for commercial operation.

Completion of the power station was delayed. The power station did not enter its testing period until December 2016.[6] Both units began commercial operations in 2017.[7]

In June 2020, the power station tested co-firing palm kernel shells for two days.[8]

In December 2022, the power station began co-firing with woody biomass on a permanent basis.[9]

In October 2024, a bank note co-firing test was conducted at Kaltim Teluk Balikpapan power station.[10]

Financing for Units 1 and 2

In December 2015, a financing agreement for units 1 and 2 was closed. A syndicated loan for Rp. 2 trillion was signed with 4 Indonesian banks. Bank Negara Indonesia's portion of the loan was more than Rp. 600 billion.[11]

Proposed Expansion

According to an April 2018 Platts listing, construction of a third unit of 300 MW is being planned for 2021. The expansion would be run by PT Lestari Banten Energy (LBE), a subsidiary of Genting BHD. As of May 2022, there has been no further news about this expansion in more than four years, and it appears to be shelved.
