Background
The project was postponed several times due to delays in granting of environmental clearances for coal blocks attached to the project. According to a November 2011 report in Industry Monitor, the coal mines allotted to the project fall in the Hasdeo-Arand mining area, which has been designated as a "no-go" zone by the Ministry of Environment and Forests (MoEF). In order to expedite the project, the Ministry of Power has asked the MoEF to fast-track the process of granting green clearance to coal mines attached to the project. The reported noted that bids for the project are due by December 5, 2011 but that the deadline is expected to be extended again.[1]
In October 2013, the Power Finance Corporation announced that it was withdrawing the Request for Qualification for the project. The announcement follows the decision by the Ministry of Environment and Forests to classify the Hasdeo-Arand coal blocks -- which had been allocated to the plant -- as no-go areas for mining.[2]
The Power Ministry tentatively identified five UMPPs for bidding in FY 2015-16, including Surguja UMPP. However, representatives of the Chhattisgarh government said that due to surplus power in the state, the state government "is not keen on setting up the UMPP at present."[3]
In June 2014, The Times of India reported that Chhattisgarh chief minister had requested Prime Minister Modhi "not to shelve this project and have the matter re-examined for an early 'forest clearance' to the captive coal blocks or alternatively arrange any other coal blocks to enable the Power Finance Commission (PFC) to take up bidding activities for the selection of agency" for the implementation of the project.[4] However, as of December 2016 there were no reports that the status of the project had changed.
