Singrauli Super Thermal Power Station is an operating power station of at least 2000-megawatts (MW) in Shaktinagar, Dudhi, Sonbhadra, Uttar Pradesh, India with multiple units, some of which are not currently operating.

Background
The plant comprises seven existing units:[2][3] (Stage I)
- Unit 1 - 200 MW - 1982
- Unit 2 - 200 MW - 1982
- Unit 3 - 200 MW - 1983
- Unit 4 - 200 MW - 1983
- Unit 5 - 200 MW - 1984
(Stage II)
- Unit 6 - 500 MW - 1986
- Unit 7 - 500 MW - 1987
Stage I was expected to be decommissioned once the proposed expansion (Stage III) came online per 2020 permitting documents (linked below).
Expansion (Stage III)
An additional 500 MW subcritical unit (Stage III) was proposed at the Singrauli Super Thermal Power Station in August 2011.[4]
In October 2016 NTPC submitted a pre-feasibility report to expand the power station by two supercritical units of 660 MW each. The proposal for an additional 500 MW unit appears to have been dropped.[5]
A terms of reference for carrying out an EIA was issued on December 9, 2016.[6] In April 2018, NTPC said it planned to begin the tendering process for the power station.[7]
In December 2018, the TOR was amended to increase the project's capacity from 2 x 660 MW to 2 x 800 MW.[8]
On February 21, 2020, the project was recommended for environmental clearance (EC).[9]
The EC for the 2 x 800 MW project was issued on July 13, 2020.[10]
In May 2022, for reportedly the first time in six years, NTPC was planning to call for bids for new coal-fired capacity. The generator had decided to set up only greenfield renewable capacities to take up its fossil fuel and renewable generation mix to 50:50 by 2032 from the present share of fossil fuel of about 80%. The company was considering awarding contracts for the expansion projects at its Singrauli site in central India, an official said (requesting anonymity as the plans were still being discussed).[11]
The contract for the proposed plant was expected to be awarded by FY 2025 as November 2022 reporting.[12]
According to April 2023 reporting, an official said NTPC expected to place orders "during the current fiscal year" for construction of the 1.6 GW Singrauli Super Thermal Power Station, the 1.6 GW Lara Integrated Thermal Power Project, and the 1.32 GW Meja Thermal Power Project.[13]
In April 2023, the Thermal Expert Appraisal Committee also granted an Environmental Clearance Amendment for a change in technology from an "Air Cooled Condenser System" to a "Water Cooled Condenser System."[14]
From October to November 2023, NTPC was accepting bids on the EPC package for Stage III.[15] In January 2024, NTPC awarded contracts for demolition work in preparation for the construction of Stage III, indicating that the two units' construction would likely begin relatively soon afterwards.[16] Reporting in March 2024 announced that Bharat Heavy Electricals Ltd (BHEL) had secured the Engineering, Procurement, and Construction (EPC) contract to develop Stage III.[17]
Planet imagery did not seem to show any signs of significant ground preparation or unit construction having begun between June 2023 and June 2024. While Stage III was included in the July 2024 Broad Status Report of Under-Construction Thermal Power Projects, the report stated that construction was 0% complete, with no indication that any physical construction had yet taken place.[18]
Financing
The Board of Directors of NTPC Ltd convened on March 3, 2024 granted investment approval for the Stage-III expansion with an appraised estimated cost at Rs. 17,195.31 crore. (ca US$ 2 billion).[19][20] It was not clear whether all of the project costs will be funded by NTPC Ltd or whether additional financing will be sought. The April 2024 Broad Status report stated that financial close was achieved in March, 2024, presumably referring to the investment's approval by NTPC.[21]
