Starobesheve power station (Старобешевская ТЭС) is an operating power station of at least 2010-megawatts (MW) in Novyi Svit, Starobesheve, Donetsk, Ukraine. It is also known as Starobeshev power station.

Background

The power station was owned by Donbassenergo which in turn belongs to EnergoInvest Holding (60.7%). 25% was owned by the State Property Fund. government.[1] Since March 2017, the power station has been in the area of Ukraine occupied by separatists and has been operating under separatist control. Aerial photography revealed that many pieces of equipment had been stolen.[2]

Donbassenergo recognized the loss of control over the station in 2017.[1]

The Starobesheve power station was constructed in the 1950s. The first phase of construction involved three units each of 100 MW, commissioned in 1958 to 1959. Two of the original 100 MW units have been removed and one has been retained for critical situations. The second and third phases of construction involved ten units each of 200 MW, units 4-13, commissioned from 1961 to 1967. The fourth unit was modernized and upgraded to 210-215 MW.

The power plant used to operate in manoeuvring mode, according to an undated Donbassenergo website. During 2015-2016, from 2 to 5 power units were in operation at the same time. Units with the highest economic and environmental indicators were used for generation, in particular, Nos. 12, 13 reconstructed in 2013-2014.[3]

The plant can also burn natural gas and fuel oil.[4][3]In April 2021, the plant's technical director stated that the station operates normally with four power units, two more units of the station are in reserve.[5] It was not clear which units those were.

As of 2022 the plant remained in the separatist-controlled region of Donetsk and Donbassenergo could not access it.[3] In 2022 and 2023, the plant was listed on the website of Energy of Donbass - the newly created company of the disputed Donetsk region - with installed capacity of 2,010 MW and available capacity of 1,475 MW (but without specifying which units those are).[6] The plant produced 3,835 million kWh of electricity in 2022.[6] According to Energy of Donbass, as of December 2022, there were no plans to convert the Starobesheve power plant to gas. It will continue burning anthracite coal from the Donbass region, consuming about 2.2-2.3 million tonnes of coal per annum.[7]

In January 2023, Russian media sources reported that the station was hit by a rocket.[8] Two people were reported dead.[9] Ukrainian media referred to this as fake news. The station appeared to return to operations a week later, with four units mentioned in operation.[9] However it was not clear which units those were. More attacks on the plant by drones were recorded in November 2023 when the plant appeared to be operating.[10]

In early 2024, the plant was not listed on the website of Energy of Donbass anymore.[6] In April 2024, government authorities visited the plant which was operating and supplying electricity to the unrecognized Donetsk people's republic.[11]

Unit 4

EBRD provided a loan of US$113.22 million for the supply and installation of a 210 MW fluidised bed boiler with ancillary equipment at Unit 4 of the Starobeshevo Power Station.[12] Modernization of Unit 4 was completed in 2011.[13]
