Background
The two existing coal-fired units of Bayanhua Jinshan power station, totaling 1,200 MW, were brought online in 2010. The plant is majority-owned by China Huadian.[2][3]
Description of Expansion
In 2012, Huadian Group was planning to build two additional coal-fired units at this plant, units 3-4, with a total capacity of 1,200 MW.[3][4][5] It was planned for operation in 2017.[6][7][8]
There were no developments on the two units through 2019, likely due to the central government's "traffic light" policy, a policy introduced in 2016 that limited coal plant development in most provinces, including Inner Mongolia. (For details, see China's 2016 Restrictions on Development of Coal-Fired Power Capacity.)
In 2019, Inner Mongolia was issued a green light under the traffic light policy allowing for new coal plant development.[9]
In May 2020, units 3-4 of the power station were permitted for construction.[10]
