Background

The Norte Catarinense Power Station was originally proposed as a 600 MW project by Engie Brasil Energia. In 2019, Engie proposed adding a second 600 MW unit as part of a partnership with Golar Power that would also involve the establishment of a nearby re-gasification terminal, the Terminal Gás Sul FSRU.[16]

With Engie aiming to decarbonize its portfolio, the company began alluding to the possible sale of the Norte Catarinese Power Station; however it appeared likely Engie would try to complete construction before the sale.[17]

In October 2021, Engie granted an option to purchase the Norte Catarinense power project to Diamante Holding Participações Ltda[18]; at the time, further development of the plant was reportedly awaiting revalidation of environmental licenses.[19]

In an August 2022 report to investors, Engie announced that it had sold the Norte Catarinense plant on July 15, 2022 for approximately R$ 15 million, with the transaction expected to be closed in the 3rd quarter of 2022.[20]

In September 2022, new owner Diamante Geração de Energia announced that it had formed a joint venture with Nebras Power, a subsidiary of the Qatar Electricity & Water Company, to explore further development of the Norte Catarinense power station.[21][22] Diamante's CEO Pedro Litsek outlined plans to enter the plant's initial 600 MW phase in Brazil's 2023 energy auctions, in hopes of beginning construction in 2024 and launching commercial operations by 2028.[22]

Brazil did not ultimately hold any auctions for new energy projects in 2023.[23] However, in December 2023 Diamante Energy and Nebras Power officials confirmed that they planned to enter the Norte Catarinense power station, now listed with a capacity of 450 MW, in the country's 2024 auctions, with hopes of commencing construction in 2025.[24] As of September 2024, the next round of auctions for new power plants was expected to take place in December 2024.[25]
