Background

The original proposal by Welspun Energy for a 2 x 660 MW supercritical coal-fired power station received Environmental Clearance (EC) in 2012.[1]

With no apparent progress on the project for several years, it appeared to be deferred or abandoned.

In January 2020, Welspun Energy changed their name to Anuppur Thermal Energy, a company of Adani Power Ltd. The original proposal’s EC was transferred to Anuppur Thermal Energy and its validity was extended to November 2022.[2][3][4]

2024: 3200 MW proposal

In October 2024, the Expert Appraisal Committee (EAC) of the Ministry of Environment, Forest and Climate Change noted in a meeting agenda that Anuppur Thermal Energy had applied for fresh Terms of Reference (TOR) for a 3,200 MW ultra-supercritical coal plant in Anuppur.[5] Proposal details in the meeting minutes indicated that the validity of the original EC had expired in 2023, and the project configuration had changed from 2 x 660 MW to 4 x 800 MW. The EAC subsequently recommended that the new proposal be granted TOR.[4]
