Background

A ground-breaking ceremony was held in January 2021[23], and early site preparation has started in April 2021.[24] This project is different from the Syrdarya II power station. The project, which is estimated to cost US$1.02 billion,[25] is financed by the Asian Infrastructure Investment Bank (AIIB), European Bank for Reconstruction and Development, OPEC Fund for International Development, and DEG (Deutsche Investitions- Und Entwicklungsgesellschaft Mbh); with some commercial lenders backed by Multilateral Investment Guarantee Agency guarantees.[26]

As of July 2022, construction was 44% complete.[27] The plant is planned to be launched by the end of 2023.[27]

In October 2023, the first generation unit of the new power station began operation. The capacity of the launched unit is approximately 120 MW, which represents 8% of the project capacity for the power station. By the end of the year, the plan is to reach 1000 MW, and by the end of March 2024, the station will operate at full capacity.[28]

In March 2024, it was reported that 1000 MW of the plant's capacity (two gas turbines) had been commissioned.[29] In May 2024, President of Uzbekistan Shavkat Mirziyoyev and Minister of Energy of Saudi Arabia Abdulaziz bin Salman Al Sauda attended an inauguration ceremony of the plant.[30]

In November 2024, Ipoteka Bank of Uzbekistan signed a strategic partnership agreement with ACWA Power for the construction of the plant. As part of this partnership, Ipoteka Bank provided ACWA Power Sirdarya with a working capital facility (WCF) of USD 40 million for a term of 36 months, with an option for automatic renewal for an additional 12 months. The loan is secured by collateral both within Uzbekistan and internationally, positioning Ipoteka Bank as a key player among senior creditors.[31]

As of December 2024, the project is still listed as "under construction" on the website of ACWA Power.[32]
