Background

The AM/NS Calvert was originally constructed by the German technology conglomerate ThyssenKrupp and became operational in July 2010.[1][2] ThyssenKrupp sold its stainless steel division, Inoxum, including the stainless portion of the Calvert plant, to Finnish stainless steel company Outokumpu in 2012,[3] and the remaining portion of the plant, with a production capacity of 5.3 million metric tons that included a hot strip mill, cold roll mill and four coating lines to a 50/50 joint partnership of ArcelorMittal and Nippon Steel in February 2014 for $1.5 billion. This was renamed to AM/NS Calvert.[4][5]

On 12 August 2020, AM/NS Calvert LLC announced its plans to construct an electric arc furnace (EAF) at the plant which was expected to be completed by second half of 2023. Nippon Steel Corporation and ArcelorMittal executed a definitive agreement to newly build an EAF at AM/NS Calvert, LLC on December 22, 2020.[6] The company broke ground initiating the construction on 18 February, 2021.[7] Due to construction delays and labor shortages, the completion date has been pushed back by a year to the second half of 2024. The project was originally set to cost US $775 million, which has now soared to US $1 billion.[8][9]

The financing for the project is sourced from a loan of US $465 million provided by the Japan Bank for International Cooperation. The loan is co-financed with Mizuho Bank, Ltd., MUFG Bank, Ltd., and Sumitomo Mitsui Banking Corporation, bringing the total co-financing amount to US $775 million.[10]

The expansion plan includes an option to further add another EAF with capacity of 1.5 mtpa at lower capital expenditure intensity.[11][12] On 31 December 2020, AM/NS Calvert LLC applied for air permit Mobile County, Alabama, which included permit for two new meltshops with 331 tonnes per hour EAFs each.[13]
