Background
The Ghori site was originally developed for cement production in 1959 by the Afghan Government. It currently operates two cement plants, Ghori I and Ghori II. As of April 2015, only Ghori I was operational. Ghori I was commissioned in 1959. It was built by the Czech construction company Prerovske Strojirny. The plant has 400 tonnes per day (tpd) or 0.12 million tonnes per annum (mtpa) of clinker production capacity from two wet process 200 tpd capacity kilns.[1]
The Ghori II plant was partially constructed in 1986, and remains about 70% complete.[1] Both the plants were privatised in 2006. In 2009, the Ministry of Mines granted concession to Afghan Investment Company (AIC) to operate and improve the two plants based on a detailed implementation plan. The scope involved renovation of two kilns at the Ghori I plant, completion of Ghori II plant, construction of a new dry process Ghori III plant and a new coal-fired 25 MW power plant. This, however did not progress as no investor came forward for the same.[1]
In March 2023, Ghori Cement said that its Baghlan cement plants currently produce 600t/day of cement, corresponding to annual production of 0.22Mt/yr. The producer states that production is restricted by shortages of electricity and vehicles. With regular supply of these, it would increase its production by 33% to 800t/day (0.29Mt/yr).[2] Ghori cement production increased with the start of the second phase now the factory produces 350 tons to 520 tons per day, said local officials, on Saturday August 13, 2022.[2]
