Background

In February 2024, Ministry of Energy of Kazakhstan released "Electric Power Industry Development Plan until 2035", which included construction of a new 500-MW power plant in Shymkent. The plant was expected to be commissioned in 2028.[4] The new unit was mentioned again in the "National Infrastructure Plan of the Republic of Kazakhstan until 2029" released in June 2024. According to the document, the implementation will take place in 2026-2029. The cost of the project is estimated at KZT 340 billion.[3]

In April 2024, Turkish company Aksa Energy signed a memorandum with the administration of Shymkent to build a combined cycle gas turbine with a capacity of up to 500 MW. The parties agreed to begin construction in the nearest future.[1] The project was mentioned again in the media in November 2024. According to the source, the construction contract was being developed and the construction was expected to begin by the end of the year.[5][6] In December 2024, the project was included into the "National Project "Modernization of the Energy and Utilities Sector", released by the Government of Kazakhstan, with the commissioning date in 2029.[7]

As of March 2025, there have not been any further updates.
