Background
In their 2022–23 annual report, NTPC Ltd. stated they had signed a proposal with the Uttar Pradesh government to jointly set up a 2 x 800 MW supercritical coal-fired power station in the Anpara area.[5]
Reporting from August 2023 stated that the NTPC had begun conducting feasibility studies, and referred to the project as an expansion of Anpara D power station.[6] Later reports, however, referred to the 2 x 800 MW project as Anpara E.[7][8]
In September 2023, NTPC signed a supplementary joint venture agreement with state-owned Uttar Pradesh Rajya Vidyut Utpadan Nigam Limited (UPRVUNL) to take on joint development of the Anpara E power station as Meja Urja Nigam Private Limited (MUNPL). MUNPL was also developing proposals at Obra Thermal Power Station and the Meja Thermal Power Project.[7] In October 2023, the CEO of MUNPL reportedly said that the two coal units under development at Anpara would be in the Sonbhadra district,[9] which is where several other Anpara power station units are located.
Reports in November 2023 stated that the project had been approved by the Nigam Board and would then be submitted to the state government for approval.[10] In February 2024, the Ministry of Coal recommended the grant of a long-term coal linkage from Coal India Limited (CIL) to the proposed Anpara-E power station.[11] According to India's Central Public Procurement Portal, the project's Environmental Impact Assessment (EIA) study tendering process would begin in April 2024.[12]
NTPC included the proposed Anpara-E power station in its 2023–24 Integrated Annual Report.[13]
The new MUNPL proposal for Anpara E appeared to be different from the now cancelled Anpara-E power station, previously proposed solely by UPRVUNL with a different capacity and location.
Financing
Reporting in November 2023 stated that the Uttar Pradesh government planned to invest over Rs 18,000 crore in the development of the Anpara-E power station.[10][14] The estimated total cost of the project was Rs 18,624 crore at the time of reporting. NTPC included the proposed Anpara-E power station in its 2023–24 Integrated Annual Report, stating that a joint venture agreement was signed in September 2023 for the the establishment of MUNPL Stage-II units, including Anpara-E 2X800 MW units.[13] Therefore it appeared that the construction will be funded jointly by the two partners.
