Background
This project was announced in 2016, along with a "450MW gas-based combined-cycle power plant (South) that is expected to go into commercial operation from June this year and the 450MW combined-cycle power plant (North), which is likely to be commissioned in June 2017."[6] Ashuganj North and South were commissioned in 2016 and 2017.[7]
Ashuganj Power Station reported that the project will be constructed in two phases.[8]
In December 2018, China’s Ambassador to Bangladesh Zhang Zuo visited the project, which is being built by China National Technical IMP & EXP Corp (CNTIC).[9]
In March 2019, construction began.[10]
Financing
According to the most recent financial data available from the Asian Development Bank, as of June 30, 2020, nearly 80 billion Bangladeshi Taka had been spent on construction of the Ashuganj East power station, which equates to approximately US$927 million. Of this amount, approximately US$37 million in loans was provided by the government of Bangladesh, approximately US$581 million in loans was provided by the Asian Development Bank, approximately US$226 million in loans was provided by the Islamic Development Bank, and US$46 million in equity was provided by Ashuganj Power Station Co. Ltd.[11] The cost estimates in this financial audit are much higher than the initial US$530 million estimate for financing requirements listed on the ADB's project page for Ashuganj East, suggesting there may have been significant cost overruns.[12]
