Background
The plant will be built next to the Atyrau Oil Refinery to provide reliability of electricity supply for the refinery.[7][8] According to the 2035 Electric Power Industry Development Plan released by the Ministry of Energy of Kazakhstan in February 2024, the oil refinery will secure financing for the construction on its own. The power station will have a capability to operate in an isolated mode.[9]
In July 2024, the project was listed in the National Infrastructure Plan of the Republic of Kazakhstan until 2029. According to the document, the plant will be commissioned in 2026. The cost of the project is estimated at KZT 110 billion.[10] In August 2024, negotiations were underway regarding the establishment of partnership agreements.[8]
