Background
Balakleya Cement Plant was damaged due to Russian invasion and is currently mothballed. It is unlikely that the plant would resume operations in the near future.[1] The plant owner, Balcem, was a subsidiary of the Russian Cemros (previously Eurocement),[2] and is currently listed as a subsidiary of Galax Holding Ltd.[3]
