Baoding Northwest Suburb power station (深能保定发电厂) is an operating power station of at least 700-megawatts (MW) in Yaozhuang, Mancheng, Baoding, Hebei, China with multiple units, some of which are not currently operating. It is also known as 深能保定西北郊热电厂二期 (Phase II Unit 3), 深能保定西北郊热电项目 (Unit 1, Unit 2).

Background

Shenzhen Energy has proposed a supercritical coal-fired co-generation power station of 700 MW for Yaozhuang in Mancheng District, Baoding. It is planned to supply heat in winter to Baoding City and be completed in 2017.[4][5]

The plant was permitted in 2015 and was under construction in 2016.[6]

2017: Expansion postponed by government

In July 2017, the NEA released the "Guideline of Supply-Side Reform of the Coal Power Bubble". The Guideline included a draft list which slowed down or halted 185 coal-burning units across 21 provinces, totaling 107 GW. 114 coal units (65 GW) are ordered to slow down the construction progress during 2017 to 2020, and are not allowed to connect to the grid in 2017. In addition, 71 coal units (42 GW) were halted indefinitely for regulation violations. The list partly overlapped with the projects listed in the January NEA letter to 13 provinces.[7]

Baoding Northwest Suburb power station Units 1-2 were among the postponed coal-burning units.[8]

September 2017: Suspension lifted on unit 1, continued on unit 2

After political negotiations, China's National Energy Administration (NEA) released an updated list of postponed and halted coal projects on September 26, 2017. The new list contained 151 units totaling 95 gigawatts (GW). Baoding Northwest Suburb power station Unit 1 was no longer on the list, while Unit 2 was, meaning only unit 2 is postponed.[9] For more information, see China's 2016/2017 Restrictions on Development of Coal-Fired Power Capacity.

Unit 1 began operating on December 31, 2017.[10]

Construction continues on Unit 2

Satellite photos for September 2017 and March 2018 show construction continuing on Unit 2.

Unit 2 was commissioned in September 2018.[11]

Phase II

In February 2023, an environmental impact assessment notice was released for a 660 MW Phase II of Baoding Northwest Suburb power station.[12]

In March 2023, Phase II was permitted.[13] China Power Construction Hebei Institute won the bid for survey and design of the expansion. The new unit would use ultra-supercritical technology.[14]

In April 2023, the land acquisition process for Unit 3 was announced.[15]

In May 2023, bidding was underway for equipment procurement.[16]
