Background

On July 9, 2022, the official website of the Shaanxi Provincial Market Regulation Administration announced that, in accordance with the Anti-Monopoly Law, it had imposed administrative penalties for illegal activities involving the Shaanxi Cement Association and 13 cement companies that had reached and implemented a monopoly agreement. The parties involved were ordered to cease their illegal actions, with total fines amounting to approximately 451 million yuan. Among them, Baoji Zhongxi Jinlinghe Cement Co., Ltd. was fined 3% of its 2018 sales revenue of 496,416,399.56 yuan, totaling 14,892,491.99 yuan.[1]
