Background

Unit 1 of Bataan nuclear power plant was first completed in 1986, becoming the Philippines' first nuclear power project.[4] Though plant construction of the first reactor was finished in 1985 and ready to become loaded with nuclear fuel the following year, political unrest that coincided with reports of the nuclear accident at Chernobyl put plans for operation on hold.[5] Later administrations continued to mothball the project citing health and safety concerns.[4][5] As of 2024, there have been several evaluations of the Bataan site for possible refurbishment and commissioning, initiated by the Philippines' Department of Energy (DOE) alongside private and international actors.[1] In February 2024, the DOE established a nuclear energy program coordinating committee to develop and study the feasibility of future nuclear power development in the Philippines,[6] and it is possible that the Bataan nuclear power plant will be included in these plans.[1] Safety and environmental justice concerns of nuclear power persist by community members and environmental organizations in the Philippines.[4]
