Background

In August 2024, a proposed 660 MW power plant in Bayan Soum, Tov province, was included in a Mongolian government document on regional development for 2024–2028.[1] At the time, the fuel source for the power plant was not specified.

In October 2024, news sources indicated that the proposed plant would be Mongolia’s first supercritical coal-fired power plant. With a planned capacity of 2 x 330 MW, it would also be the country’s second largest energy source after Ulaanbaatar-4 power station. The plant would supply both electricity and heat to Tov province.[2][3][4]

The power station was proposed as a public-private partnership between the Mongolia Ministry of Energy and Kasen Power Green Energy LLC.[2] The Kasen Group, which is listed on the Hong Kong Stock Exchange, was slated to be the general contractor for the project.[3][4] Huaxi Energy was expected to supply supercritical boilers with circulating fluidized bed technology.[5]

In an October 2024 interview, a former Minister of Energy and consultant on the Bayan power station project stated, “[i]n just four months, we obtained all the necessary licenses, signed agreements, selected the land, and officially started the project on July 9, 2024.” (Google Translate)[4] A groundbreaking ceremony was reportedly held in early October 2024.[6]

As of November 2024, it was unclear whether construction on the power station had started. According to one source, construction of workers’ accommodations onsite had begun, and the foundation of a boiler was expected to be built in November.[6] Another source stated that construction was expected to begin in 2025.[2] Project developers reportedly expected the first unit of the power station to be completed in 2027.[6][4]
