Background
The two existing coal-fired units of Beihai Bebuwan power station, totaling 640 MW, were brought online between 2004 and 2005.[3] The plant is owned by SDIC (55%), Guangxi Investment Group (27%), and National Energy Investment Group (18%).[4]

The plant was owned by SDIC (55%), Guangxi Investment Group (27%), and National Energy Investment Group (18%). In November 2019, SDIC sold its 55% share to Guangxi Investment Group as part of SDIC's exit from coal, leaving the ownership shares as Guangxi Investment Group (82%) and National Energy Investment Group (18%).[5]
Description of Expansion
In 2012, the owners were planning to build two additional coal-fired units at this plant, with a total capacity of 1,320 MW.[6][7][8][9]
There were no further developments on the proposed units until April 2020, when the sponsor power company publicized the Environmental Impact Assessment report and the Social Stability Risk Report for public opinions, indicating the revival of the project.[10] [11]
The plant was permitted in January 2022[12] and began construction soon after according to May 2022 reporting.[13] Various construction biddings were reported.[14][15][16][17] Construction was undergoing. The generator stator of unit 4 was installed on 20 July 2023.[18]
