Background
The Beisky-Zapadniy coal mine (Бейский-Западный разрез) is a surface coal mine in the Beysky district of the Republic of Khakassia, Russia. The Beisky-Zapadniy coal mine project is developed by Razrez Beisky Coal Company LLC, registered in December 2021, owned 1% by Coalstar and 99% by Razrez Mayrykhsy Coal Company LLC.[3] Coalstar spun off Razrez Mayrykhsy Coal Company LLC in early 2022 to its former minority shareholders (see Mayrykhsky coal mine for updates).
The mine is located in the same section as the Mayrykhsky coal mine, which has been operating since 2016.
The project was mentioned in Russia's 'Programme for Coal Industry Development up to 2035', released in June 2020.[4] The Programme stated that construction of the mine is in the early stages, and already targeted production of 2 million tonnes per annum in 2020.[4] The Programme further stated an anticipated expansion of up to 30 million tonnes by 2027, jointly with Mayrykhsky coal mine.
A later media source from December 2021 referred to the expectation of commissioning of the Beisky-Zapadny section by 2024 with a joint capacity of 15 million tonnes per annum together with the Mayrykhsky coal mine.[3] This implied a target capacity of about 10Mtpa for Beisky-Zapadny coal mine.
As of September 2022, the status of the project was not clear. In 2022, Khakassiya has been affected by transportation infrastructure restrictions to export coal.[5] A source from December 2022 stated that the mine "secretly" opened already in March 2022, although there is no reported activity and it's not clear whether it's actually producing. The company's management refused to comment on the production volumes and the number of employees.[6]
As per news reports from late 2023 and May 2024, the project appeared to be on-going.[7][8] However as per the statements made by the director of the company in April 2024, they have 2 investment projects in Khakassiya (the other one presumably the expansion of Mayrykhsky Coal Mine) and in the current situation, their implementation has been suspended.[9] The company was also affected by additional sanctions against Russian companies announced in summer 2024.[10][11]
An industry report dated October 2024 by Argus stated that the Beisky coal mine increased its coal shipments during 9 months of 2024 by 30% to 1.1 million tonnes, although this is due to the low base of the mine as it is the youngest among all of the mines in the region.[12] Given this update together with previous news that the mine has 'secretly' opened, the mine's status was revised to 'Operating', as of March 2025.
In January 2025 it was reported that an order was issued to seize 16 land plots from local farmers in favour of Razrez Beisky. The decision to seize the land was made at the company's request and was justified by "state needs for subsoil use.[13]
