Background

The Beregovoy Coal Mine (участок Береговой) is a surface coal mine in Kemerovo Oblast, Russia. The Beregovoy coal mine is owned and operated by Yuzhnaya Coal Company JSC , a subsidiary of Sibuglemet.[7] The majority shareholder of Sibuglement was the State Development Corporation VEB.[8] In 2022 following the sanctions against many Russian companies, a new company Novaya Gornaya Management Company LLC was formed to replace Sibuglement Holding LLC as the manager of the coal assets.[8] Later in March 2022, VEB ceased to be the the 71% majority shareholder of the Novaya Gornaya Management Company LLC following the management buy-out of the company. Now 4 private individuals each hold 17.6%.[9]

Evraz was planning to acquire the assets of Sibuglemet in 2020, but this deal fell through.[10] Evraz also used to manage Sibuglemet assets from 2015[10], the management services agreement was terminated in November 2020.[11][12]

The mine — along with other large surface mines in the area — has faced opposition from Shor people, an Indigenous group that lives and traditionally hunts in the area where the mine is now located.[13]

In March 2019, a judge shut the mine down for 90 days, after multiple mining safety violations were found.[14]

1H 2022 production was 1.5 million tonnes, up by 10% compared with the same period in 2021.[15]

In August 2022, Environmental Impact Assessment was published with a view to expand the mine's activity using the 'Mrassky section'.[16] On page 11, the document stated that the "design capacity of the project was assumed based on the circumstances caused by the difficult economic situation in the coal market, and the amount of free reserve capacity of the washing plant of the Mezhdurechenskiy coal mine. The design capacity varies from 2.1 million tonnes in 2022 to 4.5 million tonnes in the period from 2022 to 2028."[16] On this basis, it is assumed that 2022 production was 2.1 million tonnes, while the planned expansion targets additional 2.4 million tonnes to reach 4.5 million tonnes by 2028.
