Background

In September 2024, Turkish company Orta Asya Investment Holding and Mayor of Bishkek Aibek Junushaliev signed an investment agreement for construction and operation of a combined-cycle power plant with a capacity of more than 250 MW for 15 years. The new plant will be built at the premises of the Bishkek CHP-2 power plant, construction of which has never been completed. The total amount of the investment agreement is USD 300 million. Orta Asya Investment Holding, at its own expense, will build a power transmission line to the Ala-Archa substation and lay a heat route at least ten kilometers long to connect the hot water supply and heating to the central system of Bishkek city.[2][7][8][9]

According to several media sources, the construction began in March 2025.[10] Other sources mention that the feasibility study is expected to be completed within three months from the end of February 2025.[11][12] Implementation of the project will take 2-4 years.[12]

This project is considered strategic for Kyrgyzstan as it aims to expand the country’s energy capacity, ensure stable electricity and heat supply for both the population and businesses, enhance the reliability of the energy system, and improve the environmental situation.[11]
