Background

In August 2024, an investment cooperation agreement was signed between Bishkek City Hall and Turkish Altay Enerji for the construction of the Bishkekselmash CHP power plant. Altay Enerji will build and operate the plant, before transferring management to the Kyrgyz authorities after a defined period of time. The new plant will have a thermal capacity of 240 MW and an electric capacity of 100 MW. The Turkish side plans to involve 50 percent of local residents from Kyrgyzstan in the construction process.[6][7] The new power plant will be built at the premises of the Bishkekselmash boiler house.[8]
