Background

The Bolshesyrskoye (or Balakhtinsky ) Coal Mine (разрез Большесырский) is an operating surface coal mine in Krasnoyarsk Krai, Russia. The Bolshesyrskoye coal mine is a surface coal mine that became operational in 2007. It is owned and operated by Sibugol LLC, which appears to be owned by private individuals.[7] Bolshesyrskoye coal mine is the only mine of Sibugol.

The Bolshesyrskoye coal mine is located in the Bolshesyrskoye coalfield.

Its planned capacity is 5.5 million tonnes, but over 2010-2018 2 million tonnes of production were achieved.[8][9] Production levels over 2019-2023 were around 3 million tonnes.[8]

Environmental Issues

A media source from November 2022 referred to the mine polluting the river Syr with untreated wastewater. This was already detected by Rosprirodnadzor (State Environmental Supervisory Agency) in 2021 and the company was ordered to eliminate the violations, but the repeated inspection conducted in March 2022 showed that Sibugol ignored the order. According to the on-site inspection in March 2022, the discharge at three sites exceeded the limit levels for ammonium ions and sulphate ions, as well as strontium, which is prohibited for discharge. Rosprirodnadzor issued a repeat prescription to the company, limiting the deadline for its fulfilment to July 2022. However, instead of eliminating the violations, Sibugol filed a lawsuit against the environmental agency in arbitration, hoping to invalidate the order in terms of deadlines. However, the court refused Sibugol, noting that the company was given time from November 2021. Thus, the company was obliged to solve the issue of sewage treatment as soon as possible. Alexander Alexandrov, General Director of Sibugol, stated that the company has treatment facilities and they are currently undergoing modernisation. In addition, new water treatment systems were being designed and constructed.[10]
