Background
The Borger Express Pipeline Navigator’s Borger Express Pipeline was built to provide a regional Texas refinery with access to crude oil from the Cushing, Oklahoma storage hub.[1]
Bridger Pipeline LLC notes this was to enable the refinery to access greater volumes and more varied types of crude, allowing it more flexibility to provide different refined products to Texas and Oklahoma residents and businesses.[1]
