Background
In 2020 and 2021 Mexico's federal electricity commission CFE announced that it would invest in public-private partnerships to develop six to eight new combined cycle power plants throughout the country, including the CCC Baja California Sur project.[8][9][10] The Baja California Sur plant was expected to take 34 months to complete, with an anticipated start-up date of April 2024.[10] Estimates of the plant's generation capacity ranged from 164 MW in early press coverage[9] to 348.66 MW in the project's 2020 environment impact report.[11] Total investment in the project was estimated at 9.84 billion Mexican pesos.[12] The proposed plant was designed to help relieve the rolling blackouts regularly affecting Baja California Sur.[13]
In October 2022, Mexican president Andrés Manuel López Obrador confirmed that plans to develop the Baja California Sur plant remained on track, citing a capacity of 327 MW for the project[14] and noting that the expected commissioning date had been pushed back to 2026.[7][14]
Mexico's federal electricity commission CFE continued to treat CCC Baja California Sur as an active project in two reports published in 2023, listing the project's capacity as 138.278 MW in its 2022 Annual Report[15], and 164 MW in its 2023-2027 Business Plan.[16] A year later, CFE's 2023 Annual report and 2024-2028 Business Plan made no mention of CCC Baja California Sur, raising questions as to whether the Mexican government might have abandoned the project.[17][18]
