Background

CCU Sexton Strip mine is a surface mine in Harrison, Ohio.[3] The mine started production in 2007, with Harrison Resources LLC as its operator.[3] Harrison Resources LLC was a joint venture between CONSOL of Ohio LLC and Oxford Mining Company, a subsidiary of Westmoreland Resources Partners whereby the former owned 51% and the latter 49% of the shares. In 2014, CONSOL's interest in Harrison Resources was redeemed, and Oxford Mining Company became the sole owner of Harrison Resources.[4] In 2015, Oxford Mining Company started operating the Sexton Strip Mine directly.[3]

After Westmoreland declared bankruptcy in 2018, its Ohio assets were acquired by CCU Coal and Construction LLC, which operates and owns the mine since then.[5] Between 2009 and 2018, the mine produced between 0.5-1 million tons of coal a year, however its production has been declining. In 2020, the mine produced only 165 thousand tons. The same year, it had 22 employees. [3]
