Background

COC 204 Coal Project is a proposed coal mine in the province of Zamboanga Sibugay, Philippines.[1]Coal Operating Contract (COC) 204 was awarded by the DOE to the Philippine National Oil Company Exploration Corporation (PNOC EC) in July 2021. This was for a two-year exploration of two coal blocks (2,000 hectares).[1]

In April 2022, the proposal went on the auction block and PNOC EC invited "all interested bidders, whether local or foreign" to bid for the project.[2]

The procurement for the project started in June 2022. On 14 December 2022, two bidders submitted their bids, but both bids failed due to noncompliance with the Terms of Reference of the project. The rebidding process continued in 2023.[3]

In an interview dated May 2023, PNOC-EC stated that it was looking at further exploration in COC 204 in Malangas, Zamboanga Sibugay.[4]

In its 2023 annual report, PNOC-EC referred to COC 204 as 'under exploration'. It took almost 1 year and 10 months (from December 2021 to September 2023) from the Field-Based Investigation to issuance of the Certification Precondition. Due to delays in the process, in September 2023, the DOE granted an extension of until 02 September 2025. As part of the work program of COC 204, an 18-hole exploration drilling and logging program with a total meterage of 4,860 meters will be undertaken. This aims to understand the general stratigraphy, presence, lateral extent, and properties of coal seams. The procurement for the project started in November 2022 and the contract was awarded to Mega Philippines, Inc. on 23 November 2023. Actual drilling activities were expected to commence in early 2024.[5] The capacity of the mine remained unknown.
