Jinsha Chayuan power station (国家电投贵州金元茶园发电厂) is an operating power station of at least 1320-megawatts (MW) in Chayuan, Jinsha, Bijie, Guizhou, China with multiple units, some of which are not currently operating. It is also known as 国家电投贵州金元茶园电厂二期“等容量替代” (Phase II Unit 3), Qianbei-2 power station (黔北发电厂“上大压小”异地新建项目) (Phase I Unit 1 & 2).

Project-level coal details

Background on Project

Jinsha Chayuan power station is the relocated expansion project of Qianbei power station. It is a coal-fired power plant with a total planned capacity of 2,640 MW in Guizhou Province. To build this expansion project, Qianbei power station shut down its 4*125MW units which were operating for 14 years to meet the requirement of "shutting down small to build big" policy.[3]

As of 2015, the power station was expected to consist of two phases of 1,320 MW each. The first phase (Units 1 and 2) was scheduled to be completed in 2015.[4]

Units 1-2 were commissioned in January 2016.[5] [6]

2016: Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity

Due to new restrictions announced during 2016 by the National Energy Administration and the National Development and Reform Commission, further capacity expansions at this location appeared to be on hold or cancelled. Recent activity

There were no further developments on the units until 2021, when they were listed in Guizhou Province's planned projects in its 14th Five Year Plan (2021-2025).

In July 2022, one 660 MW unit's feasibility study passed expert review[7] and was considered pre-permitted.

The project was said to replace the 4 x 135 MW coal capacity of Xishui power station.

The project was listed on Guizhou Province Coal Power Projects Three-Year Action Plan (2023-2025) and it was noted that the project was still awaiting its permit.[8] At the time, Unit 3 of the project was expected to be commissioned in 2025.[8]

Phase II Unit 4 was presumed to be shelved.

Ownership

In July 2015, China Power Investment Corporation (CPI) and State Nuclear Power Technology Corporation (SNPTC) merged to become State Power Investment Corporation (国家电力投资集团), one of the five largest state-owned electricity producers in the People's Republic of China.[9]
