Background
The project received a positive environmental impact assessment (EIA) in December 2019.[3] The project was reportedly listed into Hebei Province Energy Development 13the Five Year Plan.[4]
As of June 2022, there had been no reported progress in two years, and it was temporarily considered shelved.[5]
In October 2022, the project began public review on the seashore use application, indicating continuous development of the project.[2]
