Background
According to the Indian Central Electricity Authority's (CEA) list of retired power stations, the Chandrapur (Assam) power station was a coal-fired power station retired on August 18, 2017.[4] The power station was owned by Assam Power Generation Corporation Limited (APGCL).[5]
Previous fuel uncertainty
Despite government documents describing the power station as coal-fired, prior news articles and other reports indicate that the power station was previously fueled by liquid fossil fuels. For example, a Times of India article in 2011 indicated that the 60 MW Chandrapur power station was defunct at the time of reporting, but was indeed an oil-fueled power station with plans for a coal conversion.[5] One CEA report listed the 60 MW power station under the "multi fuel based" category, despite the indication that the power station was not generating any power during the period covered by the report.[6]
