Background

Lafarge Zambia had original ownership of Chilanga Cement until November of 2021 when Huaxin Investment Limited signed a Share Sale and Purchase Agreement.[1] Huaxin initially bought 75% stake in Chilanga but then increased that to 81.19% in 2022.[2] Today, Huaxin continues to have majority stake.

Under the management of Lafarge, the surrounding communities faced many implications due to the excess dust emissions coming from the plant. In 1952 the National Agricultural Research Institute at Mount Makulu discovered that there had been grave changes to the soil chemistry.[3] It became evident that as cement production increased, so did the changes in soil nutrient levels.[3]This concerned farmers as it heavily impacted their crop yield. Even local community members noted the changes in health they witnessed among their own family members and colleagues as dust filled the air and their homes.[3]

In 2009, because Lafarge had not been complying with the law regarding dust emissions, the Environmental Council of Zambia (ECZ) decreased their air emission license validity period from 12 months to 6 months.[4] Also in the same year, Lafarge attempted to dispute the high court over the $13 million in environmental liabilities the company owed after they were sued by Communities for a Better Environment.[5]
