Background

Lafarge Zambia had original ownership of Chilanga Cement until November of 2021 when Huaxin Investment Limited signed a Share Sale and Purchase Agreement.[1] Huaxin initially bought 75% stake in Chilanga but then increased that to 81.19% in 2022.[2] Today, Huaxin continues to have majority stake.

The Environmental Council of Zambia (ECZ) in 2007 requested that the kiln at the Ndola Cement Plant shut down for the day due to the dust emissions.[3]

In 2009, because Lafarge had not been complying with the law regarding dust emissions, the ECZ decreased their air emission license validity period from 12 months to 6 months[4]. Also in the same year, Lafarge attempted to dispute the high court over the $13 million in environmental liabilities the company owed after they were sued by Communities for a Better Environment.[5]
