Background

The Dos Bocas cogeneration project is a component of Mexico's Dos Bocas refinery in the state of Tabasco, one of several large oil and gas infrastructure projects promoted by Mexican president Andrés Manuel López Obrador (AMLO) during his six-year term (2018-2024).

As of August 2023, the refinery was experiencing construction delays and cost overruns, and the cogeneration plant remained unfinished.[9] In November 2023, the cogeneration project was still being described in the future tense, with refinery operations not expected to begin in full until 2024.[10]

Mexican president AMLO officially inaugurated the Dos Bocas refinery in early August 2024[11]; however, Forbes Mexico reported at the time that the refinery was still in a testing phase, and the co-generation plant was specifically singled out as one of three elements still missing.[12] Meanwhile, the Mexican government's Aug 2024 list of active power generation permits still listed the Dos Bocas cogen project as "in construction,"[13] making it unclear how soon the cogeneration plant would be brought online.
