Background

The power station was on Zhejiang Provincial Development and Reform Commission's (DRC) key projects list publicized December 21, 2023.[1] Additional December 2023 notices referenced the project. Based on one tender, the project reportedly obtained the "fixed asset investment project designation" from the Zhejiang DRC in July 2023, was approved by the Zhejiang DRC in August, and was planned to start construction at the end of 2023 for operation by 2026.[2][3]
